Delta just launched an unadvertised sale from Toronto to San Francisco, Denver, and Houston. Prices are about 50% below their usual bottom.
Try starting with searches on Google Flights to see what's available: (click on the little graph icon on the Google Flights page, that's the easiest way to browse fares throughout the year)
San Francisco
(try dates from December to the end of March, but I also see some cheap dates in June, and from the end of August to mid-October)
Denver
(December to end of Jan, ski season!)
Houston
(December to mid-Feb)
Update:
Looks like United & Air Canada have retaliated with some cheap fares of their own, to Atlanta, Washington D.C., New York City, Salt Lake City, Cincinnati, Memphis, and Minneapolis, all in the range of $275 roundtrip after taxes throughout most their schedule.

Being an unadvertised sale, prices can go back up at any time, without warning. In my experience, Delta sometimes drastically drops prices for a brief period of time, for less than 24 hours.
