United Airlines has dropped their Toronto - Portland, Oregon (PDX) flights down to $399 CAD roundtrip including taxes, for travel in Sep 2015 through to March 2016.
The typical bottom price on this route is in the mid $500s to $600s. Portland virtually never goes on sale. Pretty underrated destination overall. No sales tax, amazing craft beer culture, bikes everywhere, and tons of hiking/waterfalls/greenery just outside the city (see Columbia River Gorge).

In terms of weather, I'd say September is the most ideal.
Special note: Even a couple dates around Christmas week are available. *Highly* unusual. Dec 24-31 for example.
